Delegation to my mind is the more precise term, implying a technical implementation process. Creation could apply to cases where there is a new country e.g. South Sudan or North Macedonia and a new ccTLD code has to be created ...and subsequently delegated.

15:51:35	 From James Gannon : ICANN Legal insists they are to in breach of the bylaws ref IFRT I have also argued with them over that.A quick update from myself, I met with the GNSO Council last week, and updated them that my term ends soon. Based on current discussions within council it appears that barring any changes in my availability, I will be reappointed for another term as the non registry liaison. So looking forward to a few more years of service =)
