[Idn-wg] Announcement - Public Consultation on Procedure to Insert IDN Test Strings into the Root

This is the third and the most important prong of the IDN test, which will
be the last one before the IDN deployment at root level. The moving-forward
action should be welcomed by the long-awaiting user community. But I'm
wondering why the new step is being taken without any consultation with the
IDN PAC, which is supposed to supervise the whole technical development of
the IDNs.
