[IDN-WG] Welocme

[Shadrach Ankrah]

I am new to IDN but I some basics of DNS. In Ghana, we use the Latin
alphabet based characters. IDN is not popular amongst many people except
those in the technical community. As a 2018 Youth at IGF fellow, I want to be
more involved in the IDN issues.

Eager to learn more from all.
