 for the IFR, as it is for other reviews. However, a Public Comment is necessary for the 4^th recommendation that requires an amendment to the IANA Naming Function Contract (we had originally hoped the first Public Comment would be sufficient for
 Rec 4).  Needless to say, the IFR Bylaws are complex.<u></u><u></u></span></p>
