I've inserted your proposed text re the principles as alternative to the one 
proposed by Martin that we could better discuss it tomorrow.

We should also discuss the question of "minority view". Can we define 
minority in quantity (number of members) or in quality or both? Since the 
recommendation level designation shall be defined by this minority.

I've also added a small paragraph describing that the ICG is "acting" at 
meetings with a quorum. This quorum - preset as simple majority of the ICG 
members - should also be discussed.

The updated draft is available at the dropbox to be used for the adobe 
presentation.
