I agree with Adiel that we should create and maintain an "ICG Brief"
with an explanation of the "Who What When Where Why". This is largely a
summary of references to existing material. For a self contained version
one can copy the references but should always add a version or date i.e.
"as of ....". My strawman outline would be.

- ICG is up and running: charter, officers
+ Proposal is developed in three major communities
+ Participate there!
- ICG will coordinate and assemble the final proposal
- ICG is *not* about creating the proposal or substantive parts of it
