[Internal-cg] Publication of proposal finalization process

Thanks to those who sent final comments on the proposal finalization process. I will ask Alice to get it posted to the web site.

Since the holidays are upon us I think we should wait until 7 January 2015 at 20:00 UTC to post the updated timeline document, in case anyone has further suggestions. We can post an announcement about both documents at that time.
