[Internal-cg] Heads up on Secretariat function

Dear colleagues,

I think it is very important that we be clear about the independence of this group, as I believe that will serve the transition and all of us very well downstream.  In that vein, could we publish this as a more direct effort of the ICG?  The fact that we are working through ICANN's procurement processes is really a detail.  Again, I am drawing from how ISOC manages its relationship with the IETF - and they always put the IETF front and center when it was *their* work.

It would not require alot of changes.. maybe something like:

"The IANA Stewardship Transition Coordination Group (ICG) will issue a Request for Proposal (RFP) to select a suitable contractor to perform its secretariat function.  This is in response to the announcement by the US Government of its intent to transition key Internet domain name functions to the global multistakeholder community. 

The ICG was established as a result of a broad community consultation and for more information about the ICG and its role, please visit: https://www.icann.org/en/stewardship/coordination-group"
