the proposal I made a minute ago in order to address some points that
were raised about early engagement by the ICG with communities:

1) Extend the "Prep" phase in the spreadsheet for Step 2: "ICG Develops
Draft Response" back to the point where we publish the RFP.

2) Add to the text description of Step 2:
"In preparation for this step the ICG will follow discussions in the
communities. During this preparation the ICG will provide any needed
clarifications to the communities. At this stage the ICG will also give
feedback to the communities about completeness of the proposals under
developments."
