[Internal-cg] Inpiut for Guidance to the Operational Communities Regarding Comments to the ICG

I'm ok with the text but wonder whether the providers of the comments shouldn't be informed about how their comments are going to be handled. This could be done eg with sending a corresponding note to the forum list.
