I think it's pretty much a done deal. This document is the product of negotiations involving both House and Senate leaders, and it needs to be approved by both House and Senate *today*. So there's going to be huge pressure not to make any changes at all; even small changes have to potential to unravel things, prevent passage by the end of the day, and thus bring about a government shutdown.<br>
