As you have seen, we have canceled the conference call that was to be later today and will instead have up to 90 minutes allotted to us next Thursday, July 27, starting at 19:00 UTC.



One thing we had to address today was the Suggested Email set out in my note of July 14th, forwarded below.



We should move forward on this via the list. Thus, if you have any concern or objection to the Suggested Email please note as much on list by Sunday, July 23. If there are no objections or other requests I plan to send the Suggested Email on Monday, July 24th.

As mentioned in the emails forwarded below, Ed Morris has left the CCWG and consequently the WS2 subgroup on the Cooperative Engagement Process (CEP) has no leader.



The co-chairs of the CCWG Accountability have asked us to take on the topic of CEP and that was on the agenda of our July 11th call, but that call was canceled for lack of quorum.



I now want to address this matter on the list and discuss, if needed, in our next call.



FYI, Ed made a recent CEP presentation at our plenary at ICANN 59 in these slides<https://community.icann.org/display/WEIA/ICANN+59+-+Johannesburg+%7C+26-29+June+2017?preview=/64077097/66085074/JoBurg_CEP_Presentation.pdf>. I recommend that we agree to take this role on for these reasons:



1.      CEP is a part of the IRP Bylaw, at section 4.3(e);



2.      It thus naturally fits within our work (Ed and I had had a couple of coordination discussions along the way); and



3.      There is no other WS2 subgroup that would be better positioned to take this on.

I therefore want to send the “Suggested Email” below to the co-chairs, and so I ask for IOT approval. The Suggested Email addresses some pertinent issues in making this change – this is a little more complicated than it appears at first.



So please take a good look at the Suggested Email. If you have any concerns, questions, or suggestions (including noting any additional issues related to this), please note them on list – I want to be in a position to send this Suggested Email as soon as possible and not later than following the next IOT call.

Dear co-chairs,



You have requested that the IRP IOT take on the role of handling the WS2 topic of CEP. We believe this is an appropriate request and we are inclined to do so but we have some questions in this regard:



1.      First, we would like to add Anna Loup to our group (recall that the IOT group was intentionally capped at 25 members). According to Ed, Anna was essentially the most active contributor to the CEP group and she remains willing to serve. Ana was critical to the past CEP work and so we would like to integrate her into the IOT.  However, since other participation in the CEP was so limited, we assume that group should just be disbanded.



2.      Second, we would like for CEP to become part of our IOT remit and not pursue it as a (separate) continuing WS2 subgroup. That would essentially remove CEP from the CCWG WS2.

Thank you for your assistance with these questions. Please note we have not copied this email to the volunteers or observers or board liaisons to the CEP subgroup.

Two items:



First, please note we have teleconference meetings this month on:



1.      July 11 at 19:00 UTC;
2.      July 20 at 13:00 UTC; and
3.      July 27 at 19:00 UTC.

I will send an agenda around later this week for the call on the 11th.



Second, with respect to Bernie’s note below, I learned Thursday evening last week in Johannesburg that Ed was leaving the CCWG.



Bernie is correct about my reaction – the CEP is established in the IRP bylaw, section 4.3, and it naturally fits within our work. I believe we should agree to take this effort on and don’t believe it will add substantially to our work. If anyone has any concerns, please note them on list here as soon as you can so we can discuss.

   All,



   Ed Morris has advised the Co-Chairs that due to circumstances beyond his control that he can no longer participate in the CEP sub-Group of WS2 for which he was the Rapporteur.



   You will all remember that when WS2 was originally being organized there were questions as to if CEP should be a stand-alone sub-group or integrated into the work of the IOT. At that time it was decided to create a stand-alone CEP sub-group for WS2 and Ed Morris volunteered to be Rapporteur.



   Given the current circumstances the Co-Chairs thought it reasonable to revisit this decision and David McAuley has graciously accepted to fold the CEP work into that of the IOT.



   The Co-Chairs would like to thank Ed Morris for his efforts as Rapporteur for the CEP project as well as David McAuley for agreeing to have the CEP work integrated into the IOT.
