[IOT] No IRP-IOT face-to-face meeting at ICANN61 March 9th

We do NOT have turnout for a face-to-face meeting at ICANN61 in San Juan on March 9th and so there will be no such meeting.



I will be coming back to list early in the week with plans for closing out our work on the rules.
