[IOT] Interplay between IRP Supplementary Procedures and ICDR Rules on Consolidation, Intervention and Amicus Participation

On the last IOT call, the issue was raised regarding the interplay between Rule 7 of the IRP Supplementary Procedure on consolidation, intervention, and participation as an amicus and the ICDR’s rules that cover similar issues.  Attached is some information for the IOT’s discussion on this matter as the IOT considers updating Rule 7.
