[IOT] IOT - Meeting of 27 October rescheduled for 3 November 19:00 UTC

I'm sending tentative regrets for the 11/3 call.  I am scheduled to have
knee replacement surgery on the 2nd, and while I will try to call in, no
guarantees.  Feel free to speculate about why I arranged to be medicated
for pain on the 3rd.
