[IOT] IRP-IOT Documents for discussion on upcoming call

Hi all
On our previous call we discussed tolling for other accountability mechanisms and worked from a strawperson I had put together.  I am circulating an updated version of this, based on the discussions we had last time, to help give structure for our continuation of that discussion on tolling.

For agenda item 4, I am also recirculating from some time ago the annotated rules and "potential areas of discussion" which Sam and Liz prepared for us.

1.     Review agenda and updates to SOIs

2.     Action items from the last meeting:

a.     SE to produce draft language for repose including a safety valve as discussed.

3.     Recap and continue discission on other elements which could impact timing such as tolling for relevant processes.

4.     Review of remaining discussion items on IRP Rules and next steps

5.     Next meeting - July 20, 2021 17:00 UTC
