[IOT] Apologies: Cancelling IOT call tomorrow and Task

With apologies, I'm afraid I am unable to make the IOT call tomorrow due to a last-minute meeting in Brussels that I need to attend for my employer.  I will ask Bernard to reschedule us for next week.

I am sorry that we are somewhat losing the momentum due to my availability.  With respect to Initiation, it seems to me that our task is essentially to reach agreement on the interpretation of Bylaws section 4.3(r) as to what constitutes all the administrative costs of maintaining the IRP mechanism.  Questions such as to whether there should be a fee to initiate the IRP stem from this.  I would like us to try to reach a consensus view on this on our next call, and encourage the sharing of thoughts in advance by email.  Section 4.3(r) is set out below, but you may find additional insight in other Bylaws provisions and excerpts from the CCWG-Acct report, which are set out in the slide deck circulated for our last call.

Section 4.3(r): ICANN shall bear all the administrative costs of maintaining the IRP mechanism, including compensation of Standing Panel members. Except as otherwise provided in Section 4.3(e)(ii), each party to an IRP proceeding shall bear its own legal expenses, except that ICANN shall bear all costs associated with a Community IRP, including the costs of all legal counsel and technical experts. Nevertheless, except with respect to a Community IRP, the IRP Panel may shift and provide for the losing party to pay administrative costs and/or fees of the prevailing party in the event it identifies the losing party's Claim or defense as frivolous or abusive.
