[IOT] ICANN IRP Standing Panel Training Program

Hi all
Not having seen any further suggestions beyond those raised on our last two calls, and no objections having been raised to the items included on the list Liz circulated, I’d like to close this item off, with a proposed draft communication we could formally submit to Org (via Sam and Liz) with our feedback on suggested additional materials.  Also noting as follows:


  *   Terminology – Sam and Liz agreed to look at how these materials are described, so I think we can leave this to them.  Kristina suggested a couple of options on our last call which are worth capturing here: onboarding or orientation materials.
  *   The list of materials is envisaged as a living document, and therefore if anything else comes to mind as we continue our work, we can always suggest its addition.
  *   There were a small number of topics which were suggested on our recent calls, where Sam indicated that there is already some discussion about developing an ICANN Learn course.  If the IOT does wish to recommend such materials for the Standing Panel members, this may assist in prioritising their development.  Proposed draft below for review and comments:


Dear Sam and Liz
Thank you for sharing with the IOT, for our input, the list of proposed briefing materials for the Standing Panel members, as envisaged in the ICANN Bylaws article 4.3 (j)(i). The IOT has reviewed and discussed these materials, and supports the new Standing Panel members being directed to these to assist in their onboarding.   In addition, the IOT believes that materials on the following topics should also be included:


  *   Empowered Community (EC) – materials to explain the concept of the EC, its role and powers, including that the EC has the power to bring a Community IRP.
  *   The IANA Transition – the background and history of the IANA Transition and the resultant changes to ICANN’s Bylaws and to the IRP.
  *   The IRP and past decisions – Direct the Standing Panel members to the IRP section of the website and the past cases, for a sense of the types of issues dealt with under the IRP, pleadings, timing, etc.  Identify, and encourage Standing Panel members to read, the IRP cases that have been dealt with under the new Bylaws and distinguish these from those cases which were conducted under the pre-Transition Bylaws regime.

To the extent that materials covering the above are not already in existence, the IOT would like to encourage their prompt development, to assist in the thorough onboarding of the Standing Panel members.
