not everyone was persuaded that this is necessary, i.e. it was not clear whether the group as a whole is so split on the topic that neither of the two opposing views would garner sufficient support to go forward. It would be very helpful, therefore to hear
from those who have not already expressed their views. There have also been two public comment periods on which community feedback has been submitted on this topic, and I would like us to spend time on today’s call reviewing that feedback since it is our
role, in developing these final Rules, to duly consider the community input. <o:p>
