[IOTF] Revised RZERC charter high-level description

Attached, please find the updated RZERC charter high-level description in
red-line and clean versions. The description was modified based on the
feedback provided by the IOTF members during the call #3 on 30 March. We
would like to discuss this during our call #5 on 13 April and would kindly
ask for your review prior to the call.
