[IOTF] Revised RZERC charter high-level description

I’m confused about the ‘Meetings’ item. I thought we said on call #3 that the committee should make its own determinations about meetings. So this text is now marked as to-be-moved, and yet it was also edited to add some new text. I think this entire row should be deleted.
