[IOTF] [CWG-Stewardship] High intensity work period for CWG IANA

It is disappointing that the meetings are all scheduled at 15 UTC - this
makes practical contributions from east Asia and the Pacific difficult. Was
there any consideration of rotating the time slots, as the CCWG does?
