[IOTF] Question on PTI implementation approach

Hi,

While the solution provided seems reasonable it seems unfair to the
employees.  They should be able to be offered and accept legal
incentives by any party trying to hire them.

I think the main thing is the absence of non compete or confidentiality
restraints.
