<p class="MsoPlainText">Attached is the framework we came up with after a number of meetings and calls. Although the community (prior to our establishment) stated that they were all content with the current performance of IANA, the reality is that very little
about their performance was actually accurately measured. In addition, IANA did not (and still does not) have in place the appropriate<o:p></o:p></p>
<p class="MsoPlainText">tools to measure their performance. Though the Department of Commerce had<o:p></o:p></p>
<p class="MsoPlainText">a few service level expectations, they were very vague and all reliant on self-certifications.

<p class="MsoPlainText">This framework calls upon IANA to develop the measurement capabilities, measure their performance and then meet with the CWG (or delegates of the<o:p></o:p></p>
