I understand the point Thomas raised but wouldn't want to imply responsibility for the IANA function transitions regardless of ICANNs AoC status. To suggest that just isn't advisable. My proposal would be to replace that text with the statement;

"The ISPCP believes that given ICANNs on-going commitment and recognition of the need to meet the requirements set out within the Affirmation of Commitments it is well placed to oversee  the IANA functions"

I think, in line with the comments received during our conf call that we have also to redraft the sentence below.
"assuming that it has complied with all transparency and accountability obligations as set out in the Affirmation of Commitments. "

As Olivier said I think it is good to maintain de reference to the AoC, but may be not expressed that way.
Do you have, you or Thomas, some suggestion?
