[ispcp] Article on RIR outreach

Everyone, 

I did it quickly after today's outreach confcall, but should it 
be dirty.  Asking you to fix every strange point, and for your 
comments.

ISPCP outreaches RIR arenas.

In 2012 Autumn, ISPCP launched a new program to outreach RIR meetings.

RIRs or Regional Internet Registries are administering the IP number 
resources, and their arenas are to discuss IP numbers policies, including
Global IP numbers Policy on which IANA needs to fulfill its role.

RIR members which are obtaining IP numbers from RIRs are ISPs and carriers
who are fully eligible as ISPCP members, which is the very reason for
ISPCP to try outreach on them.

ISPCP had prepared a short presentation titled "Invitation to ICANN GNSO
ISPCP" which introduced the overview of ICANN and ISPCP, in meetings of
all five RIRs as below:

	APNIC 34, Phnom Penh, Cambodia, August
	RIPE 65, Amsterdam, Netherlands, September
	ARIN XXX, Dallas, USA, October
	LACNIC XVIII, Montevideo, Uruguay, October
	AfriNIC 17, Khartoum, Sudan, November

ISPCP recognizes this series of presentations as the important first step
eeto outreach, and planing do it further in future RIR meetings.
