[ispcp] WG note -- IRTP-D (aka "the final frontier") working group open for volunteers

there used to be five parts, A through E.  but in one of our more radical moves, IRTP-C collapsed the last two chunks of the work into one.  some of us are concerned that we may die before this working group is finished.  so this is the last one.
