[ispcp] EPDP first draft report

Hello all,
Today the GNSO Council aproved this report and this allowed the start of Phase 2 of the EPDP work.
The IPC and the BC voted against the approval of the report.  They stated that the consensus reached in the EPDP wasn’t real consensus and that several recommendations needed more work to reach a real consensus.
