reviewing. i would think we'd want to offer a comment on this one.</DIV>

<DIV>- this is a standard pre-PDP Issue Report, prepared by staff</DIV>

<DIV>- in parallel there's an Expert Working Group that's been chartered to take
a look at Whois</DIV>

<DIV>- the Issue Report, the comments, and the results from the Expert group
will be combined into a Final Issue Report that will (presumably) then feed into
a PDP</DIV>
