[ksk-rollover] Post-2018 root zone KSK rollovers

Well I wasn't planning on this until 12 October, but if we are going to
start talking about future root KSK rollovers now, I would like to ask
about algorithm agility. A starter question: which signing algorithms
are supported by the current HSMs?
