The roll-over was expected to facilitate automatic updates as per RFC 
5011.  The discussion about the schedule started before 2015.  The 
roll-over process might be viewed as a success given that there 
weren't any significant DNS impact.  However, it would be good to 
have a better understanding on the technical questions in Section 11 
given that an ICANN document identified "Failure of the DNS root key 
signing service would threaten Internet operations" as a strategic risk.
