2. I have put up a rough first draft as far as the end of 1.2. Your edits and better examples are welcome.

3. should be up to date from our last meeting. I used Track Changes in the Word version. Please let me know if I've missed anything.
There may be inconsistency about the status of Romanization in our work. Code points for Pinyin are tentatively allowed, but those necessary to Romanize Indian languages are not. Interestingly www.unicode.org/cldr/charts/28/summary/hi.html<http://www.unicode.org/cldr/charts/28/summary/hi.html> does not list consonants with dots below (which are used for Romanizing retroflex consonants in some systems).
