[Latingp] Introducing a new member: Mr. Toan from VNNIC, Vietnam

I am pleased to announce that Mr. Tran Canh Toan, Deputy Director of
Technical Department, VNNIC has joined the Latin GP.  He brings technical
expertise to the group as well as native knowledge of Vietnamese language.
