[Latingp] ACTION NEEDED: New version of the response to IP on :Diacritics below a security risk?

Dear colleagues,

I have completed my amendments and additions to the letter, and would like
to suggest to submit it with additonal formatting and spell-checking only.
If any questions in there are redundant or repetitve, I don't think it is
any real issue.
