I reviewed the flowchart and it is confusing. We already talked about it during our call. I did a second pass and my reading did not improve.
My observations:
* IDNA2003 or IDNA2008: fass → fass
* IDNA 2003: faß.de → fass.de
* IDNA2008: faß.de → faß.de (xn--fa-hia.de)
* In normal circumstances, Browsers (or applications in general) do not know the notion of variants, so they will resolve whatever the user input is.
* Allocatable status does not translate to Activation in DNS
* The flow chart assumes that an allocatable variant will automatically resolve in DNS. This is incorrect and it should not be assumed. RZ-LGR only declares two or more labels variants and their disposition values. An allocatable label doesn’t equate to an activated label in DNS. There will be several steps (and costs) associated with it. In any case, if we are assuming an allocatable label is activated, we should also consider the other scenario in which the allocatable label is not activated as well
