This may be a dumb question, but was there ever a Final Report published for Study 1? There was a proposed final report that went out for public comment and comments received. I remember discussing the comments on a call or two. But was there ever a Final
Report put out?

Study 1 has been published on icann.org for a while--that's how it was delivered to the Board. However, it wasn't linked to from anywhere, making it extremely difficult to find. :-) That's completely my fault. We
recently rectified that situation with a link on the OCTO "Commissioned papers" page, which is at https://www.icann.org/resources/pages/octo-commissioned-documents-2020-11-05-en.
The exact link to Study 1 is https://www.icann.org/en/system/files/files/ncap-study-1-report-19jun20-en.pdf.
