[Neobrahmigp] Draft Devanagari LGR

Dear Neha and All,
Thanks for the feedback. I am adding the same in the draft. I have
received more suggestions on this from Dr. Raiomond Doctor and Prof. Uma
Maheshwar Rao about the descriptive text to be modified. I am doing
those changes in the draft.
@All, as already requested by Neha, we solicit your detailed feedback on
the document so that there are no mistakes in the version that will go
to IP.
