[Neobrahmigp] IP feedback on the Draft Devanagari LGR

Dear Dr. Bal and All,

Thank you for the feedback on IP's feedback.

In the new referencing system, I have removed the reference to the 
Inscript keyboard. Hence I am not putting this too as a reference. For 
the code-point repertoire, referencing Hindi, Marathi, Sanskrit, 
Kashmiri and Sindhi seem to be covering all the languages using 
Devanagari. Hence I have given references of those five only. If further 
demanded by IP for inclusion of additional references, I will certainly 
consider this input. In case I do not, please point it out at that time 
and I will certainly add the same. I hope this will be fine.

Also, thanks for the clarification on Halanta ending variants, we have 
dropped that variant recommendation.
