[Neobrahmigp] Proposals for NBGP scripts

Hello Dr. Bal,

Thanks for the comment. Actually all the nukta characters given in the atomic
form (i.e.U+0958, U+0959, U+095A, U+095B, U+095C, U+095D, U+095E, U+095F ) are
not recommended way of representing them. Hence they have been disallowed by the
IDNA protocol. They are not in NFC. Hence as I see, this comment we need not put
in the document. The approach we have taken i.e. of representing the Nukta
characters with adjoining Nukta to the required characters is anyway correct.

I however would take this input and add tamang to the list of languages that
require Nukta character in Section 3.3.6. Please let me know if this is fine
with you.

Additionally, I would request you to re-confirm use of U+095F for Tamang. This
is the case of Ya Nukta character which we have not permitted even in Decomposed
form i.e. Ya+Nukta as it is not required by any language. If yes, this is
additional case we would need to add it to the permissible set of Nukta
characters and provide an example for the same. Also, would request you to
kindly make sure that the example would be a valid use of Ya+Nukta which is not
a case of wrong usage.

I am actually making the modification to the DV document in a rush and hence
would add your inputs to next version of the DV LGR (If required. I have already
added Tamang to Nukta requiring language list).
