[Neobrahmigp] Text for inclusion of Ttha Cross-script variants in Malayalam and Odia (Oriya) LGR documents

Dear All,

As discussed, please find attached, the proposed text that both the Odia (Oriya)
and Malayalam teams may consider adding to their respective LGR documents
towards justifying the inclusion of the single character Consonant TTHA as
variant.

I have added both the following aspects in the current reasoning:
1. Relatedness of the scripts and thereby limiting the scope only to the NBGP
scripts
2. Impracticality of carrying out the cross-script variant analysis between all
the script under the Root LGR procedure.
