[Neobrahmigp] Kannada LGR v2.0- added 'NBGP Cross-script Variant Inclusion Policy'

Dear NBGP members,

Kindly find attached the updated Kannada LGR for your revision and finalization. I’ve added the ‘NBGP Cross-script Variant Inclusion Policy’ as Appendix III, and added a simple text in section 6.2.5 ‘Cross-script variants for Kannada and Sinhala analysis’ pointing to this appendix.
