Dear Pitinan,Here is my take. Since businesses tend to spare no option in registering a domain name as their prime concern to return on investment; and disallowing something later after first allowing it is very difficult/may not be possible I react as the following:
We disallow by adding the rule that V cannot be preceded by H.
I discussed this with Kannada LGR  Mr.Pavanaja and he also agreed to this.
With best wishes

Dear NBGP members,

We have reviewed all the Neo-Brahmi script proposals and we’d like to draw you attention to one WLE rule “Vowel  cannot be preceded by Halant”

For multiple-word domain name, it is possible that the first word ends with Halant and the following word starts with Vowel. Therefore, relaxing this restriction (V can follow H) will allow such case. However it might also create end-user confusion between the two labels (with and without halant). Please find attached the detail of the issue and point of consideration.

At a quick glance, the following scripts might have to consider adding the rule, or reconfirm that it is not necessary:

Gujarati, Telugu, Kannada, Tamil, Malayalam.

Please note that it could be the script specific. If the script community can distinguish between the multiple-word domainname, with halant and without halant in the middle, this rule might not be required.  The sample text of this section from Devanagari and Bengali proposal are at the end of the file attached.

Kindly share you view.

And if the script leaders would like to edit or confirm the proposal or need further discussion, please don’t be hesitate to let us know.

Regards,

Pitinan
