The IP finds that the Devanagari LGR is one of the most
complex LGRs we have seen. It is a challenge to analyze
it due to the number of "features" employed - sequences,
contexts, variants with contexts, overlapping variants
that interact with each other, all needing careful
attention to ensure that the variant set well-behaved
instead of just formally correct.

The attached document contains several recommendations
that the IP request the NeoB GP to implement, or, if
necessary, further discuss.
