 Please find below the comment of dotSaarland
GmbH on the further new gTLD evaluation process.

(applicant for the string .SAARLAND) 

We would suggest to release the
new TLDs as follows: 

ICANN should prefer the geoTLDs of public
interest (regions, cities, IDNs) in a first batch for the subsequent
evaluation. Most (if not all) of those TLDs should not be contested as
they require a letter of support by the governing authority.
Furthermore, these TLDs are connected to a longtime, tightened sense of
community with a pre-defined demand for domains. 

A second batch should
include all other undisputed single applications. Strings with
contentions should be placed in a third round if the applicants do not
find a way to solve the situation within a given time slot. 

All
applicants should be given the right to opt-out of the first and second
batch, as some of them may have plans for a later TLD launch.
