[Npoc-discuss] NPOC charter ready for our final review!

Hello Caleb ,

Thanks for sharing and great work Roaul, personally I am happy with it, and
I know that no charter is perfect, but it covers all the necessary aspects
that are required for NPOC to operate better moving ahead.

Kudos to all those that have worked on it, it's finally seeing the end of
the tunnel from the early days .
