[RDS-WHOIS2-CommInterface] Common Interface concerns raised by Compliance Subgroup

Thanks for this, interesting reading material and many valuable points, 
however I did not find anything that supports the conclusion that:
(2) Bulk data access has become less reliable (e.g., timeouts more 
frequent) [since GDPR implementation]

If we make such a statement, we should be able to back it up with data. 
If we cannot do that, our report will suffer as it is partially based on 
anecdotal or unreliable data, or impressions.

I would prefer a fact-based approach over a feeling-based approach.
