[RDS-WHOIS2-IDNS] Updated report

Dear Lili and Alan,

Please find attached the updated report for IDN. I am not sure if we should
fill the gaps related to Rec 12.1 or for its prerequisites.

I left untouched the note addressed to Alan about necessity to update the
text of recommendation.
