1) Purpose of Survey: Attempt to  ascertain the impact  that WHOIS services and databases have upon Public Safety capabilities and operations. This will be accomplished by requesting that the queried party's respond to a 25 question survey comprised of interrogatory's ranging from: whether or not their agency utilizes WHOIS , to how many queries they perform and what they hope to identify via the search. The final question in the survey concerns how they would accomplish these tasks if WHOIS weren't available. This response will illustrate the importance of the WHOIS, along with insight into the capabilities of the participating agencies. This survey will give an extremely accurate overview of WHOIS usage by Public Safety agencies, along with what they glean from their access.

2) Target of Survey: Law Enforcement/Public Safety  investigators, Analyst and Policy makers who directly utilize WHOIS data base in furtherance of their assigned duties and tasks. These participants will represent various agencies and reponsibilities (ie. Drug and Terrorism investigations, Fraud, Child Exploitation) from around the globe.

3)Plan for Analysis of Results: The results of the survey will not only provide insight concerning participants usage of WHOIS, but it will also show means utilized if WHOIS is no longer available. Thus shedding a light upon the impact that WHOIS has upon current Public Safety initiatives and programs. This survey will also allow for the participants to provide insight into the information that would not be obtained or that would take to long to obtain via alternative investigative methods. Such as utilizing an MLAT request.
