Thanks Carlton.

Regarding out reach to security researchers, you are right, but I am 
stretching to find some viable examples of who we should have 
outreached to! If there are not many, then we should enumerate those 
that we know and not make it a general recommendation. I am already 
hedging bets by not actually saying we should do outreach, but based 
on the post-GDPR world, we should THEN consider what outreach, if 
any, is needed. But some concrete examples would make this more believable!
