[RDS-WHOIS2-Reports] Clarifications pertaining to ICANN operating plan and WHOIS annual report

Dear all,

Just to clarify:


1.       I was not saying that ICANN annual operating plan should be an implementation project plan ONLY for WHOIS1 recommendations. The reason I referred to ICANN annual operating plan was due to the fact that I couldn’t find any background materials that could be taken as “a detailed and comprehensive plan” as depicted in Rec #15. To my understanding, “a detailed and comprehensive plan” should outline the timeline, deliverables, milestones, budget and resources allocation, etc. if there are other materials other than the Action Plan adopted by ICANN Board on 8 November 2012 and ICANN annual operating plan can serve this purpose, I’m happy to have a look and further review them.

2.       Rec #16 said that “ICANN should provide at least annual written status reports on its progress towards implementing the recommendations of this WHOIS Review Team”, and “Each of these reports should contain all relevant information, including all underlying facts, figures and analyses”. To my understanding, “progress is the process of gradually improving or getting nearer to achieving or completing something”. If there is no measurable assessment of outcome/impact of the implementation, just a list of activity reports, how could we determine whether we make progress? Simple questions, is data accuracy getting better today compares to 2012? Does the WHOIS service better meet the LEAs’ needs, promote consumer trust than before? I don’t think the review team has the answers to these questions.

I’m willing to take further questions.

  *   ICANN annual operating plan. Overall, RDS covers several different areas of work within the community and the organization, including in relation to reviews, contracted parties, policy development work or emerging issues such as the GDPR. Those areas of work managed by ICANN org are reflected in the ICANN annual operating plan as a listing of projects. ICANN’s project management system contains the detailed activities under these projects and progress are reported on icann.org. The written briefing for recommendations 15 and 16 provided links to previous operating plans and descriptions of how WHOIS is reflected in each operating plan. It is important to note that ICANN annual operating plan is not an implementation project plan and therefore would not include the detail activities of each project. Separate and in addition to the ICANN annual operating plan, ICANN org published annual WHOIS status reports that provided completed deliverables, upcoming key dates, and status of implementation activities in progress.
  *   WHOIS annual report. Recommendations 15-16 asked for a status report of progress toward implementation of the WHOIS1 review team’s recommendations. The recommendations did not ask for ICANN org’s assessment of the outcome/impact of implementation. ICANN org published the first WHOIS annual report in 2013. The 2016 report showed completion of implementation of the recommendations from the first WHOIS review team. As the recommendation was to report on progress toward completion of implementation and implementation has been completed, no further reports are planned.
